Volunteer researchers are providing expertise and mentorship to network-enabled communities interested in building their capacity
as learning communities or knowledge building communities. Together, they form the International Scientific Committee on Communities of Learners and Knowledge building Communities (IsCoL_KbC).

Researchers participated in symposia and coordination meetings held in Orlando, Florida (March 2001), Barcelona (October 2001),
Berlin (December, 2001), Boulder, Colorado (January 2002), Nashville (March, 2002), New Orleans (April 2002), Ottawa (May, 2002), and Toronto (August, 2002). In Canada, other meetings were held in Mississauga. Ontario (October 2001), Vancouver (November 2002),
Toronto (July 2002), and Mississauga (October 2002), and face-to-face as well as online mentoring activities have been conducted, especially within SchoolNet Network of Innovative Schools.

The vision of interconnected learning communities was put forward first in a Vision Statement of Learners
in the 21st Century (SchoolNet, 1996), and in the education programme's 10th theme, New media and communication technologies, of the Universal Forum of Cultures (2000).

Most IsCoL researchers have expertise in learning communities that integrate information and communication technologies (ICTs).
